為改善台灣城鄉地區產業經濟、生活品質、人力資源不斷地擴大差距所造成的城鄉失衡問題，以及過去各級政府大多重視硬體建設，而忽略文化藝術、生活美學、服務設計、活化地方產業等軟體建設之不足課題。
To address the issue of urban-rural imbalance caused by the widening gap in industry, economy, quality of life, and human resources between urban and rural areas in Taiwan, and to rectify the historical focus of governments at all levels on hardware infrastructure while neglecting soft infrastructure such as cultural arts, lifestyle aesthetics, service design, and revitalization of local industries.
